I don't think it's all that shocking considering the only lesson Republicans learned from Watergate is that it's bad to not be in a position to make sure nothing happens to your people. It's just that Trump was the first one to apparently truly believe he was above the law, while until Trump they mostly thought that the rules ultimately applied to them and that it was thus important to maintain appearances. Trump named Matthew Whitaker as acting Attorney General after he booted Sessions. Before he rose to the head of the Justice Department he was one of the people running a firm pushing toilets made for people with giant dicks. His posting might have been a little quid pro quo, he might have arranged a "masculine toilet" install at Mar-a-Lago in exchange for a job in DC. It's the old dick toilet play. While also not allowing paying members in because they could be the deep state of FBI/CIA agents sent to spy on him.
