EDIT - The SCO decided from the beginning that they were never going to recommend any criminal prosecution of the President:

 

 

So basically:

- SCO knew all along it would never prosecute President regardless of results

- left it up to Congress to prosecute, and said the decision was up to them as there was possible cause to prosecute

- Barr took it upon himself to decide there was no cause, ignored what SCO actually said

Yes it is, but nothing will happen. It seems that Mueller found reason to believe Trump committed a crime, and left it up to Congress to prosecute if they so desired. Instead, Barr made the decision himself not to.
