There is a moral obligation to history to make a statement by starting impeachment proceedings and do so, the 2020 election be damned. It's myopic and short sighted to just worry about 2020. Mueller had trust that the institutions would function as intended, despite the fact that the institutions only function that way when people in charge decide they will function that way. There are no legal guiderails that keep it on track and keep the machinery moving. It is solely by the will of those in charge that the wheels of justice turn or not. He didn't explicitly state that congress should launch impeachment proceedings, trusting that they would get the message and do it. The moment he took the job and agreed that he can't indict a sitting President, he voluntarily became defacto Special Investigator for the House Judicary Committee. The only way that outcome wasn't inevitable is if Trump did absolutely nothing wrong (lol) or if Republicans kept the House (which never happens). The stepped into a political process like it or not. He flat out says hey if this man wasn’t president I would have indicted him, but because the constitution has this vague rule that says a president can’t be convicted of a crime he doesn’t do it. He’s begging for congress to impeach him, and then trump would likely go to jail once he does not hold the office. The house and senate won’t do it, and it’s bullshit.
