Because if they announced he plead guilty to breaking campaign finance laws, I'm sure the Special Counsel's office would be cleared out in short order. There was something about $20 million in bank fraud connected to his taxi business fronts, I think? With a guy like Manafort legal observers basically said, "There aren't too many bigger fish than him. If Mueller is using him to get to someone else it almost has to be Trump or a member of his family". With Cohen, you remove almost all doubt.
