Mueller may not release an overarching report if he has nothing to add to his mound of indictments. If he found damning evidence of wrong doing by Trump which warrants indictment or impeachment but doesn't "fit" into other indictments he isn't going to sit on that info just because technically he doesn't have to release a report. It's a bit like saying, if Mueller didn't find anything that needs to be revealed, he won't release a report to reveal it. Great insight.
