You're correct in that description, but he's not part of the West Virginia state government.

 

He's an elected representative of your state in the federal government.

And the Inflation Reduction Act, with the caveat that it should have been bigger if it weren't for him.

 

But him being in the Senate did allow us to even tackle a huge climate and health care bill like that.
