It’s not really even the cold (NW is pretty mild) or the rain, which we get a lot of. It’s the perpetual gray. There’s no time of day. That's a possibility. From what I've read, Russia has no real interest in western Ukraine as they don't appear to consider it to be part of their perceived "Russian Peoples" sphere.
