That number for Tetris would be as a franchise, not as an individual game. Tetris has multiple versions with different modes and features from different developers and they are counted as separate games. This is the problem with calling anything the "best-selling video game" -- 'cause whomever makes the list decides that each version of Tetris is a different game.
