There is no reason to believe the game is a mess, beyond the mess that is a typical bethesda game. That article is the opinion of a character artist who no longer works at bethesda, who just says that flying is not fun and they don’t like the engine bethesda uses for all their games. Then the article references a couple things back and forth to weave a narrative but it’s essentially nothing. That's allegedly why it was delayed but if they are going to show the game at a show it wouldn't look like a mess. I just see a lot of reasons to reign in expectations. A lot of people are acting like it's the next coming of christ (not specifically here) with almost no gameplay, and a history of terrible, broken launches.
