Russia isn't launching Nukes anyway. Putin is a monster, but he's not dumb enough for that. He wants Russia to expand, not become a wasteland. Manhattan will absolutely get warheads, so this won't do much (and the survivors will WANT to die). But all the fallout will move towards the outlying areas of the city.
