Here's a question: If we come up with a way to de-addict people (through gene engineering or some other sciency-thing), would people be okay with applying that as "punishment" for addiction issues? So instead of being criminally charged (or as an alternative to it), people could opt to be altered/treated so that these chemicals no longer provide an addictive response? Obviously psychological addictive tendencies would remain, but eliminating the chemical side would be huge.

I think it would be up to a negotiation w/ the person. 

 

If someone wants the help, yes absolutely.

If someone needs the help but isn't aware that it can, they should be given information/intervention.

If someone commits a crime, it could be offered in combination w/ therapy, depending on the progress perhaps it can reduce the sentence or fines.
