Clearly it's not an option to just furlough them with pay. Instead it makes way more sense to light a bunch of money on fire in the form of gas and wear and tear on the buses just to be able to say that nobody got paid to sit at home doing nothing!

Couldn't they just drive somewhere and chill for a while and act like they drove the routes?

They should pay them to walk the routes... get exercise, lower health costs and bask in the self satisfaction of not giving people something for nothing
