This is one of the 288 action items that were included in the mandate letters given to his new cabinet. For reference, they released 289 action items in 2015, and completed 219 of them.

 

An excerpt about the goal/focus of fines:

Create new regulations for social media platforms, starting with a requirement that all platforms remove illegal content, including hate speech, within 24 hours or face significant penalties. This should include other online harms such as radicalization, incitement to violence, exploitation of children, or creation or distribution of terrorist propaganda.

I mean...Canada and Europe seem to be better places than the US for the vast majority of their citizens...so criticism of our free speech (which is 95% as free) is pretty hollow. People say our hate speech laws are bad, but it's hard to find more than a few examples of how they've hurt people, compared to the countless examples of how perfectly-free speech in the US causes massive harm to the public good.

Literally the only driving, consistent force in guys life, campaign, and presidency is racial animus (and narcissistic love of self). He's the manifestation of popular racialized grievance politics to date in the 21st century. His election, and subsequent administration is the most openly white supremacist since the Wilson administration a century ago. One of his closest advisors, the architect of our border policy, Stephen Miller, regularly reads and promotes racist garbage from sites like vdare and brietbart, which make their rounds regularly among white supremacist alt right types which would seemingly be banned under this Canadian guidance.

You have given no examples of speech that leads to Donald Trump. Try and give actual examples! Well, you don’t have to, it’s CV that made the claim in the first place and I’d like him to actually back up his claim.
