the actual logical conclusion to "term ends but it doesn't create a vacancy" is that the position is eliminated, not that the incumbent can serve indefinitely. but that requires judges to not be hacks. all proof positive that elected judges are no different than unelected judges.

The VRA passed nearly unanimously through congress and objectively has a strong constitutional, historical, and legal foundation and John Roberts still gutted it, the idea of codification of any law will make a material difference is pure fantasy given the extremism of the court. the answer once and forever remains court reform (but this is still good from a political point of view)
