I thought it was maybe James Franco when he was in Pineapple Express, but that wasn't it. The image I have in my head looks like a sweatier/greasier version of this guy also with long-ish hair and the whole scene has a green tint to it I think. The guy also has that scraggly facial hair. That is what really makes them looks similar in my mind. I mean, shaved, the actor above this text looks nothing like the person in my memories.
