It says it's only for select partners and to become a partner you have to:

Stream for 25 hours, stream on 12 different days in a month and average 75 viewers.

The guy who showed the screen had 111 million total views and nearly 900k subs. I’m certain the bounties scale based on your following.

They do. The people with bounties this large have a pretty stable 20k+ average viewer count.
