It's still going to cost the government 25 billion, it will literally be spent on something else, likely something pointless. Every year my department doesn't spend almost 25% of its fuel budget, roughly $100k, despite this our budget never drops because that money goes back into a fund that administration then gets to spend on just about anything. So if a department doesn't spend money allocated for raises they get to spend it elsewhere.
