Houston Independent School District to eliminate librarians, turn libraries into discipline centers at 28 campuses

So does this mean no more library visits during the school day? I'm assuming that move is to allow a teacher to man the library before and after school, allowing the district to just drop all their librarians. So are kids that take buses just shit out of luck on ever visiting the library even if they're in a school that's kept them?
