I think throwing things at cars is considered a missile and is super dangerous/can cause accidents. I think the chaser should be charded too, but the kids charge is 100% spot on. Under 18 years old: Eligible to get a Provisional License AFTER maintaining a valid learner's license for 6 months. 18 years old: Eligible to apply for a Class A, B, C or M License (not a CDL License).
