That is the change that this company is staking the viability of this product on. They believe they have succeeded in creating very thin shielding to address the emissions from the source. As for state agencies and other nefarious groups buying these products in bluck to create a weapon, I'm doubtful of that given that the refinement of the souce is likely to be quite crude.
