it appears to be so. From the Wikipedia entry

What's not great about it? Is it along the lines of how Batman: Gotham by Gaslight is basically just a normal Batman story but in the Victorian era, instead of doing something meaningfully different with the setting?

Yeah I couldn't remember a lot of plot details when you asked me to follow up on that, I just remember a distinct feeling that they should've been able to do more with the basic premise.
