No there isn't, he doesn't have the votes to pass that rule change, and he still wouldn't have the votes to pass the budget bill because a lot of gone home and don't intend to return, and in like 10 days dems take the house with a very real possibility they take the senate and presidency in 2020, meaning they'd get this to pass then get nothing done and be potentially handing dems a ton of power.

His base doesn't care about any of it, his problem is no one outside of his base likes him, only having his base is why the GOP lost the national house vote by 9%, with record turnout for modern times.

House is voting on a bill with wall funding, 3 Rs already voted no. 4 now, but bill looks like its going to pass, considered DOA in the Senate though as many have left town already.
