People are lining up to grow marijuana for research. Trump’s Justice Department won’t let them.

That’s where Hodgin could come in. He and dozens of others applied under a new federal program, started under the Obama administration, that was supposed to get more federally approved growers for marijuana research.

After that, the program seemed to stall: A former Drug Enforcement Administration (DEA) official who worked on the research program told me his agency was ready to move forward, but it couldn’t without approval from the Justice Department. Sessions and his staff seemingly weren’t willing to take any proactive steps that could in any way be seen as pro-marijuana.
