They're definitely downsizing the team and scaling down operations into very compact updates, but I've always took maintenance mode to mean nothing more than keeping the game online and maybe recycling seasonal events. Like, where one guy just goes to work to make sure the servers aren't on fire every day. It's certainly a lot closer to maintenance mode than before, but even a compact update is an update!
