They get turned away entering Canada at a "regular border crossing" and sent back to the US. However, at "irregeular border crossings" (i.e. you walk across the border), the treaty does not allow them to be turned around. 40,000 asylum seekers crossed the border at Roxham Road from the US into Canada last year.
