It depends... some are much more involved creatively than others. Apatow and Fiege are two examples of this. It gets even more confusing when you factor in EP'S on scripted television shows. The EP'S on television shows are often high level writers in the writing staff.

Apatow wasn’t an EP, which in features is largely a ceremonial title, he was the co-producer on the film. No question he was quite involved in the creative process. The producer role is probably the least understood major credit on a film, and it doesn’t help that most films have more than one an the particular division of labor is not clear from the outside looking in.

As an outsider it all seems very incestous and shady.

yeah i feel like producer can mean different things. some producers are more focused on the actual movie, some are more the suits in meetings types. then sometimes it feels like it’s just an artificial title. like when an actor gets producer credits on a show you never know if they are actually doing a lot outside of the acting or if it’s just to kinda move them up the ladder so to speak.

Yeah Apatow seems much more involved in this than I initially thought. In addition to his producer credit, it says "Produced By" on IMDB... the only other Producers with that specification on IMDB are the director and one other person. Now I'm really curious as to hown involved he was. But you those producer credits can be fucking weird. In old Hollywood those fuckers were giving their maids and children producer credits.
