How do I stop this?

Could you somehow be in safe mode? I am not sure of the issue 

 

Disconnect any external USB drives or FLASH drives and check if your PC will boot normally

I just got my 9900k and threw everything together. I noticed however I got this error when I tried making any changes to the bios, even just trying to change to xmp. Googling "all settings were reset to default values" come up with many hits that are relevant.  MOBO might be messed up or maybe memory got damaged. But I really don't know.
