As painful as it is to see and hear to many on the left, but being moderate to kinda conservative on immigration may be something that is good electorally. The upper midwest white working class likes it (along with opposition to so called free trade deals) and from what little I know there's a lot of Latino citizens and voters who are counterintuitively not very pro-immigration. (A "shut the door behind you" kind of attitude)

Doesn't excuse the camps by any means but that's my read on it.
