First I'm hearing of it. We did survive a big disability case recently on whether individuals can sue to enforce Medicaid civil right violations. I'm curious how this, assuming it goes bad, would impact state Protection and Advocacy agencies (every state is mandated by the feds to have one, most are federally funded non profits) who have the legal authority to do inspections of institutional care settings and subminimum wage disability sweatshops.
