How is this not the top story of every major news outlet?

Because a comedian told a joke about Sarah Sanders, then Sanders was kicked out of a restaurant, so every news outlet had to chastise mean and rude liberals. Then the New York Times had to write an article about Trump's incredible family values. There's just no space to cover what the GOP is actually doing.
