He's still not issuing a shelter in place order, just ordering everything but essential businesses to close until, at least April 7. However, that'll still only be enforced at the local level. Fun. Now, if the virus isn't under control in 15 days (which it won't be), he will view it as a failure of the people involved and will want to take a new direction, probably listening to his core Fox people.
