Depends on,

1. The probability you will be vulnerable to an opponent within the time it takes to reload given the current context.

2. The probability distribution over number of bullets you need to take down an opponent.

3. The number of bullets remaining in the current mag.

 

There are many occasions in which reloading is optimal even when you are only down one in the mag, so I will often reload.

Depends on how long the reload is for a given weapon (Do not obsessively reload a SAW) and how likely it is someone is near me. If the reload time is fast and I think I'm in the clear, instant reload every time.

Do you think the dude pulls out the mag, flips it over and shakes it empty like an ashtray? Wouldn't it make more sense to now have a magazine with however many bullets you left in it?

I said discard because the common animation is the magazine being removed is dropped and a new one is put in.
