She could be biding her time, trying to build public support for impeachment. But when it comes to Donald Trump, the American people are already dug in where they stand. Or she could be trying to delay, pushing things so far out that the argument effectively becomes "well the primaries are in a few months." Republicans have spent the past 25 years successfully framing impeachment as a political issue, rather than a constitutional issue.
