No there isn't, he doesn't have the votes to pass that rule change, and he still wouldn't have the votes to pass the budget bill because a lot of gone home and don't intend to return, and in like 10 days dems take the house with a very real possibility they take the senate and presidency in 2020, meaning they'd get this to pass then get nothing done and be potentially handing dems a ton of power.
