He's old, comparatively unfavorable with the party's most important constituency, and his campaign is getting #MeToo'd. Solid presidential material!

I understand what you are saying, but policy isn't everything, for three reasons:

 

1) Policy doesn't cover how effective you are. You could have great ideas and get nothing done because you don't have the skills to work with enough legislators. 

2) Policy doesn't get you elected, electability does.

3) You can have flaws that are unrelated to policy. Trump, for example, may have good policy for some of his voters, but his temperament is separate from that.

“It was on her website” was a common excuse Hillary people used when she was criticized for not centering her campaign around policy or being ambiguous about what policies she supported.

 

She ran a campaign based on her being a competent manager for the empire.  I’m not sure how this counts as her having the policy to get elected.
