I don't think this is entirely true. The House can investigate, but I don't think they can get access to anything Mueller already compiled. So for instance, if someone previously cooperated they could now refuse to cooperate.

But surely there is the collection of evidence (documents, tapes, data, etc) that cannot be simply destroyed by the Administration?

If Mueller delivers his report and materials to Congress they can just hand it back to him when they rehire him.
