I mean there are a lot of mentally disturbed individuals ruinning around NYC, but the timing of that and the fact that dude seemed to be waiting for someone to chase him looked a little suspect. Anyway, they caught "The Perpatrator" a block or so away... which also seems suspect given the fact that the cops that started to give chase looked like he may have had one too many donuts. Their lawyer said it looked like an execution even in the edited down version they were shown. I’d say it speaks volumes that police believed this was worth calling a state of emergency preemptively and are fighting so hard to prevent any of the video bing released.
