That still falls under being a remaster doesn't it when you get upgraded resolutions, framerates, and quality of life improvements? A barebones one, sure, but still a remaster. I didn't realize though that this had been locked to PS2/GC until now, I assumed there must have been an old PC port but doesn't seem like it.

The terms HD port, remaster, and remake are getting more and more muddled (especially when developers just decide to name their product whatever the fuck they want), but I believe the technical rule is this:

 

HD port - upping the resolution and textures, may also increase performance

Remaster - replacing the existing assets with newer, better, higher quality ones, while still keeping the engine, skeletons, and other underlying systems the same (think something like Metroid Prime Remastered, or The Last of Us Remastered, which are the same games as the originals, but using much better looking lighting, textures, etc.) 

Remake - a complete rebuilding of the game from the ground up. May or may not also reimagine the game like with the recent Resident Evil Remakes.

The distinction makes sense but I thought that HD port was just lumped in with remaster anyway. But it is a good distinction to make.

The re-release of Star Wars Episode 1 Racer should have been a slam dunk because the game still holds up marvelously.  But Aspyr made the game 60fps without considering how that affects the game's physics, and it's completely broken.  The AI falls behind because your ship is roughly double the speed of all others, and the drift mechanic is broken.  It's frankly insane to release it that way, but that's Aspyr.  What a crazy monkey's paw situation where all of these amazing Star Wars games are being ported, but by the shittiest possible developer to handle them.  At least the Nightdive version of Dark Forces rocks.

That’s a shame to hear about E1R - that was legitimately one of my favourite games I had on the N64. 
 

We need a Rogue Leader trilogy collection soon mind.
