Prime minister says attack carried out by ‘armed commando group’ that included foreign elements

Speaking on a local radio station, the prime minister, Claude Joseph confirmed the killing of Moïse, saying the attack had been carried out by an “armed commando group” that included foreign elements.

 

“Around one o’clock in the morning, during the night of Tuesday 6th to Wednesday 7th of July 2021, a group of unidentified individuals, including some speaking Spanish, attacked the private residence of the president and fatally injured the head of state,” Joseph said in a statement quoted in media outlets, which the Guardian could not immediately verify.

The role has since been left vacant.

Haiti’s current 1987 constitution states that the vice president of the court, or the next-highest official on the court, would be temporarily granted the powers of the presidency. However, the 1987 Constitution states that the National Assembly needs to confirm the appointment. 


Haiti’s parliament was dissolved in January 2020, and Moise has ruled by executive decree since then. 

 

Currently in effect is a 2012 amendment to the 1987 Constitution, stating that the prime minister assumes the role of the presidency in conjunction with the council of ministers following the death of a sitting president. The document also states that if there is a vacancy from “from the fourth year of the presidential mandate,”the National Assembly will meet to elect a provisional president.

Two men believed to be Haitian Americans — one of them purportedly a former bodyguard at the Canadian Embassy in Port au Prince — have been detained in connection with the killing of Jovenel Moïse.

Witnesses said two suspects were discovered hiding in bushes in Port-au-Prince on Thursday by a crowd, some of whom grabbed the men by their shirts and pants, pushing them and occasionally slapping them.

Officers placed them in the back of a pickup truck and drove away as the crowd ran after them to the nearby police station.

Further adding to the mystery, the Colombian newspaper El Tiempo claimed a source had told it that security footage from the presidential compound showed the Colombian operatives arriving there at between 2.30 and 2.40am on Wednesday. “That means they arrived one and a half hours after the crime against the president,” the source was quoted as saying.

I'd like to point out that practically everyone who lives in South Florida has been an informant for US law enforcement at one time or another!
