I mean, the Roman Empire basically 100% embraced the ethnic and religious diversity of its vassal states/provinces and it's hard to argue it's not one of the largest and most important ancient states in history. Mongolian empire was the same way. In fact, as far as I am aware most ancient empires didn't really care about the ethnic or religious makeup of its provinces as long as they paid whatever taxes were levied on them.

Isn't it amazing how Trump's 9/11 story went from "I was in Jersey and saw Muslims cheering the Towers coming down" to "I was there helping people out of the rubble."?
