That's the thing - in an ideal world, it shouldn't. The reason, in theory, that it costs so much more to kill someone is that we want to make *really, really, REALLY sure* that someone deserves to die before we do it. And even then we still fuck it up sometimes. That's true but elides the real truth. Truth is that this process is how we as a society justify the death penalty cases we do have. I know we're arguing from the same side here but everything you describe here is why it will always cost a lot more to kill someone than to keep them alive. So much more in fact we don't have to force them to live in an inhumane fortress, if we just spent half that money on life instead of death. That's a different argument, though.
