Nobody can convince me that K9999 was dropped from the roster for any reason other than him being Tetsuo. It's been like twenty years since he was in a game. We'll see if his running wild move makes the cut.

According to the KOF Wiki the SNK community manager admitted it was a lie that he made up

Maybe wait for a Fanatical deal. I looked at my steam library and saw I had KOF 14 and didn't remember ever buying it. I believe I got it in some Fanatical bundle. :p

 

EDIT: Yeah it was in something called the "Killer bundle" which included KOF 14 and some other games (not related to KOF)
