This is just good old fashion capitalism. A company with the reach of Twitter would be eviscerated in the markets if they did nothing to expand their userbase. Also, even if they completely froze new feature releases, they'd still need a ton of people to test for bugs and exploits, release patches, test those patches, and fix the bugs that come up from those exploits being shut down. All while supporting existing customers and they're userbase in different regions and languages. Not too mention content moderators, which none of these social media companies employ nearly enough of.

 

Even then, Twitter gets to be smaller than like Facebook or Google or Amazon or Apple or Microsoft since those companies host their own data and need to manage redundant datacenters all across the planet.

Lots of laws. Lots and lots and lots of documentation.

And also just lots of projects, and different facets of the business many of which are getting cut by the big tech firms because money isn’t as cheap now and they aren’t core to the business actually making money. 
 

from the outside it’s easy to wonder what all these people do all day, but working in an analytics and reporting department just for incoming/new clients it’s amazing what we’re able to get done with the people we have (not big tech), and that’s with us mostly just reusing many reports because we’re bringing on companies who do the same type of work!

When did the tech downturn start? It seems like a lot of what's happening is big tech companies taking the flood of Twitter engineers entering the job market as an opportunity to clear house while there's slack in their slice of the labor market.
