Comedy is definitely a big part of it but it's rather tough to nail it down to a specific genre.

Yep, it's a new one currently airing on thursdays. It's called Mawaru Penguindrum and it's from the same guy that made Utena (which I've not watched but anyways). They're only up to episode 5 so far and IMO it's strangely compelling and entertaining.
