Bungie had the "good" fortune of having this controversy break during a long holiday weekend, but I'm sure that EA is relieve that someone else is taking heat for once.
To summarize, Redditors noticed that there was some serious diminishing XP returns after Level 20. A couple of them analyzed what they were anecdotally observing and wrote up their analysis here and here. The game would display that you got the full XP numerically, but the XP progress bar would show little progression. For example, let's say you got 9000XP for a public event, the UI will say that you earned 9000 XP, but the progress bar would show a fraction of that. Look at this gif to see what happens:
The player earns nearly 12,000 XP, but the progress bar has a tiny bright sliver that definitely does not reflect earning that much XP.
Bungie did release a statement that stated that they were "deactivating" this system that they admit "is not performing the way we’d like it to". In other words, "Well damnit, you guys caught us so I guess we'd better turn if off now!" Overall this is pretty damned shady if you ask me, especially since Destiny's equivalent of lootboxes are tied to the XP progression.
In a way, this is actually worse than what EA pulled with Battlefront II because it was hidden. At least EA had the honesty to let you know that they were gonna screw you right from the start!
